Labour Initiatives publishes analysis of the draft law “On Fair Wage System in Ukraine”

Labour Initiatives has published a legal analysis of the draft law “On Fair Wage System in Ukraine” (No. 14387), submitted to the Ukrainian Parliament on January 19, 2026. The document prepared by LI lawyers reviews the proposed changes to wage regulation and assesses their potential impact on labour rights and social dialogue in Ukraine.

According to the analysis, the draft law introduces a number of provisions that could significantly alter the current wage regulation framework. Among them are proposals to modify the existing mechanism for determining the minimum wage and to introduce a new participant in this process from civil society, which raises questions about the balance of the current tripartite system involving the government, employers, and trade unions.

The experts also highlight potential implications for collective bargaining, wage transparency, and employment guarantees, particularly in the public sector. In addition, the draft law proposes new approaches to wage setting and monitoring that may affect how wages are regulated and negotiated at different levels.

The full legal analysis prepared by Labour Initiatives lawyers is available on the organisation’s website.
